Context
In 2015, the FAO implemented the project TCP/CHD/3602, titled “Support for the Development of a National Agricultural Mechanization Strategy in Chad.” This project, a joint initiative by the FAO and the Government of Chad, aimed to address the challenges of food insecurity through enhanced agricultural mechanization. The project was structured in two main phases: a diagnostic phase and a formulation phase, involving extensive collaboration with various stakeholders.
Objectives
The primary objective was to create a sustainable environment for the development of agricultural mechanization in Chad, tailored to the country’s socio-economic and biophysical contexts. Specific goals included:
-Strengthening the role of the private sector in the agricultural supply chain.
-Enhancing agricultural practices through suitable mechanization.
-Improving access to mechanization for all agricultural actors.
Solution
Diagnostic Phase:
- Analyzed existing agricultural production systems, the supply chain for agricultural equipment, and the institutional environment.
- Conducted field surveys to assess the demand for agricultural mechanization.
Formulation Phase:
- Developed a comprehensive strategy and action plan based on diagnostic findings.
- Engaged national consultants with expertise in agricultural economics, machinery, gender issues, institutional frameworks, and GIS.
- Collaborated with an international expert provided by the FAO.
Implementation:
- Established specific objectives and expected outcomes for enhancing agricultural practices, improving access to mechanization, and strengthening the private sector.
- Formed a National Agricultural Mechanization Committee to coordinate, monitor, and consult with all stakeholders.
Results
Improvement of Agricultural Practices:
- Developed a research and development framework for mechanized farming.
- Implemented agricultural extension programs to educate stakeholders on equipment use.
- Strengthened institutions involved in mechanization training.
Enhanced Access to Mechanization:
- Established credit systems and subsidies to encourage the acquisition of agricultural equipment.
- Promoted cooperative use of motorized agricultural equipment and service enterprises.
Strengthened Private Sector Role:
- Promoted local manufacturing of agricultural tools through favorable tax regimes and support frameworks.
- Encouraged private sector involvement in importing, distributing, and repairing agricultural equipment.
The strategy, aligned with Chad’s long-term vision “Chad We Want 2030,” aims to achieve a context-appropriate agricultural mechanization by 2030. The project facilitated significant progress towards food sovereignty, increased farmers’ incomes, and added value to agricultural products. Continued efforts are necessary to maintain momentum and address the remaining challenges in the sector.
